PENDING MINUTES

Attendance: James (Jim) Beagley, Mark Woods, Roger Aagard, Aimee Goble, Brent Jakins, Chandler Malichanh, Jacob (Jake) Littlefield (arrived 6:42 pm), Tyler Smith (arrived at 6:54 pm), 

Citizens in Attendance: Laura Beagley (to Zoom), Rod Hansen, Todd Robinson (Fire Chief), Curt Nielson (Public Works Official), Curtis Blackham, Michelle Walker, Shay Morrison, Michael & Sally Breinholt, Kyle & Ryan Lynn

Mark calls the meeting to order and begins review of the proposed changes to Chapter 2 – Definitions:

            “Auxiliary Buildings” – strike “and fire lane”

            “Breezeway” – shorten the definition

            “Clear Vision Area Restriction” – additions to the current definition – There is much discussion as to whether to measure along the edge of the street asphalt or along the property line or from the center of the inside lane!  There was also discussion about the length of the legs of the sight-line triangle (50’, 95’, or more?).  Roger presents drawings of intersection examples.  Curt has studied the National requirements for sight-line triangles and talked with Jones & DeMille – he suggests that there are different types of intersections and they have different requirements depending on width of the street, speed limit, etc.  Curt presents drawings of intersection examples.  Some members of the Planning Commission feel that there should be a simple definition and requirement for sight-line triangles that is homeowner-friendly.  Curt is more concerned about safety and City liability.  Jim motions to table further discussion of the sight-line triangle definition until after a work meeting to figure it out.  

            “Fire Lane’ – Fire Chief Todd Robinson is pleased with the definition he submitted

“Kennel, Commercial” – Laura suggests that “&/or owned” should be added to “… 

bred, boarded, groomed, or trained” and add “and/or kept” before “…for a 

commercial gain…”

            “Kennel, Private” – OK as proposed

            “Sight Distance Triangle” – tabled for further discussion

            “Single Family Dwelling/Residence” – add “…or secondary” level living area

            “Street, Public” – correct spelling of “principal” (not “principle”)

Due to the lack of time to discuss the proposed changes to Chapter 7, Mark suggests tabling this section.
